HOOD RIVER — Last week, the Port of Hood River addressed complaints from parents who claim that a man was caught taking photos of their children while at Frog Beach and near Nichols Basin. According to port officials, the Hood River Police Department did not issue a citation to the man because it was deemed that no crime had been committed.

Port of Hood River Executive Director Kevin Greenwood said, “The city advised that the port could consider trespassing the individual if he violated port rules. Currently, the port does not have code provisions — separate from those of city, state, or federal law — that directly address this type of situation. We are actively reviewing potential updates to the port code. However, if law enforcement determines no crime has been committed, any changes we propose must balance public safety with the protection of constitutional rights.”
