HOOD RIVER — Port commissioners authorized a special procurement exemption and five-year service agreement to Aviation Management Services (AMS) at Ken Jernstedt Airfield on June 16. Jeff Renard, AMS principal, has managed the airfield since June 2024 and is responsible for several on-going projects. Kevin Greenwood, port executive director, cited those projects as justification for the procurement exemption.
Commissioner Kathryn Thomas questioned whether the stated “findings of fact” were legally sufficient for a special procurement; port policy generally requires a competitive process. The port’s legal counsel, Tommy Brooks, advised the findings provided necessary justification. The port will review procurement policy going forward.
Budget passed
Following budget committee recommendation for approval in May, commissioners adopted their fiscal year 2026-27 budget. Ultimate loss of the old bridge as a revenue generator is evident, as the port looks to remaining revenue sources, especially parking fees, airport leases, moorage fees and industrial property leases primarily to fund waterfront recreation. The total budget, including a $19.5 million beginning balance, $9.4 million in toll revenue (all of which must be dedicated to bridge operations, repairs and replacement as of July 1, 2026), leases, grants and other resources, is projected at $43 million.
