HOOD RIVER — Superintendent Bill Newton told Hood River County School District (HRCSD) board members that his office has been monitoring executive orders signed by President Donald Trump.
Newton and Chief Financial Officer Mark DeMoss also attended a budgeting and forecasting conference conducted by Oregon Association of School Business Officials (OASBO) and the Coalition of School Administrators (COSA).
Sessions included topics such as projecting general fund revenue, understanding pension bonds, budgeting during uncertain times, and using plain language to communicate school finances, he said.
“A common theme throughout the conference was the unpredictability of education funding this year,” he said. “Given the uncertainty surrounding federal and state funding and long-term PERS [Public Employees’ Retirement System] obligations, we must approach budgeting with caution and focus on long-term sustainability.”
President Trump had signed 60 executive orders as of Feb. 12, the date of the board meeting. Newton said it will take time to sort through the orders and understand what impact they may have on federal education funding for the 2025-2026 school year.
“This uncertainty is concerning, given federal fund dollars are used to support a wide range of critical services, mental and physical health supports via Medicaid, the Title programming that supports our economically disadvantaged students, English language learners, and migrant students,” Newton said.
Regardless, he said, the district remains committed to student safety, well-being and success.
“Public education is the foundation of a strong democracy, and we are steadfast in our mission to ensure every student graduates with the knowledge and courage to learn, serve, and pursue their dreams,” Newton said.
HRCSD has been holding listening sessions at its school sites in February to discuss future budget reductions; the next meeting is today, Feb. 19, beginning at 6 p.m. at Hood River Valley High School. The final meeting will be held Feb. 25 at 5 p.m. at Parkdale Elementary.
