REQUEST FOR QUALIFICATIONS (QBS RFQ)
Hood River Courthouse, Sheriff’s Office, and County Administrative Building Space Program Consolidation & Analysis
Hood River County seeks proposals from firms qualified to provide space program and preliminary cost estimates for a consolidated County Public Safety / Administration Building and Courthouse.
Proposals will be received until 5:00 PM local time, Thursday, August 22 at Hood River County Office at 601 State Street, Hood River, OR 97031. Qualification Statements will be scored and ranked, and finalists will be invited to interview in person. The full QBS RFQ can be found under Public Notices & News at www.hoodrivercounty.gov.

No proposal will be considered unless fully completed in a manner provided in the packet. Proposals will not be accepted after the stated due date and time. Any proposal received after the closing time will be returned to the submitting firm unopened after a contract has been awarded for the required services.
The County may reject any proposal not in compliance with this QBS RFQ or not in compliance with public proposal submission procedures at its sole discretion.

CITY LANDMARKS REVIEW BOARD
The City of Hood River is accepting applications for a vacancy on the City Landmarks Review Board, a volunteer position. Applicants must reside in Hood River city limits or in Hood River county. The positions is a 3-year term. The landmarks board is a seven-member body appointed by the City Council.
The City Council will consider individuals who have demonstrated an interest in historic preservation and have experience or special expertise or knowledge in the field of history, archaeology, architecture, the arts, historic preservation, culture, planning, landscape architecture, business, real estate, law, government, engineering, construction or other related fields.

Invitation to Bid
City of Hood River
RAND ROAD PAVING PROJECT
PROJECT #725
Written, sealed bids from qualified contractors will be received by the City of Hood River (Owner) at Hood River Public Works, 1200 18th Street, Hood River, Oregon 97031, until 2:00 p.m. on Tuesday, September 3, 2024, at which time they will be publicly opened and read. Bids shall be clearly marked BID for “Rand Road Paving Project” and shall show the date and time of bid opening. The person designated to receive offers at the above address is Machel Jubitz, Office Manager.
Questions regarding the project should be submitted via email to r.achziger@cityofhoodriver.gov. Statements made by Owner or Owner’s representatives will not be binding upon the Owner unless confirmed by written Addendum. A mandatory pre-bid meeting at the intersection of Rand Road and May St will take place at 10:30 am, Thursday, August 22, 2024 to discuss the project. The deadline for questions is Thursday, August 28 at 5:00 pm.
Bidders must comply with ORS 279.027 regarding submission of First-Tier Subcontractor Disclosure Form by the deadline indicated on the form. Disclosure forms are provided in the Bid Documents.
The project location will be: Rand Road, starting on the North side of May Street intersection heading north to the south side of the Sherman street intersection. The project is approximately 1,230 linear feet and 45,150 square feet.
The work to be done under this contract consists of the following:
1) Grind out existing asphalt with a 2” grind full width of the road, this will include the removal/disposal of grindings.
Compaction of any exposed base material and sweeping of the street after grinding is required. A tack coat is required to be applied before replacement of the new asphalt.
2) Replacement of the 2” of asphalt will be with a level 2, half inch aggregate dense ACP surface asphalt, PG 64-22 binder asphalt, installed and compacted. After paving is completed, the contractor is required to sand seal all edges where new asphalt meets old asphalt.,
3) Replace a 4” yellow paint double center line approximately 2,040 linear feet of 4” yellow paint.
4) The contractor will be responsible for all traffic control involved with this project and conform with ODOT standards.
5)Concrete curb damage that occurs during this project could be required to be replaced. Removal of debris from job site will be required when complete.
6)Project to be completed by September 30, 2024
7)All work is located in Hood River, OR.
Prequalification is not required; however, applicant must submit with its Bid evidence of qualifications and experience to perform the work.
The work is fully described in the Contract Documents, which are available from the City of Hood River website https://cityofhoodriver.gov/bid-center-rfps/. Contractor is responsible for checking the website for addenda.
Bids will be opened immediately after the deadline for bid submission. Bids shall be submitted on the bid forms supplied in the bidding documents and shall be accompanied by a bond, postal money order, certified or cashier’s check from the bidder in the amount of at least five percent (5%) of the bid as security.
The successful bidder will be required to execute a formal agreement with the Owner and provide acceptable insurance and both a performance bond and material and labor payment bond each in an amount equal to 100% of the contract award in accordance with the Specifications within ten (10) days of Notice of Award.
This is a Public Works Project and is subject to ORS 279C.800 to 279C.870. Contractor must be registered with the Oregon Construction Contractors Board (CCB) prior to the bid opening and must file a public works bond in the amount of $30,000 with the CCB prior to commencing work on the project. Contractor must pay Prevailing Wages in accordance with ORS 279C.800 to 279C.870. No Bid will be received or considered by the Owner unless the Bid contains a statement that Bidder agrees to be bound by and will comply with the provisions of ORS 279C.840 or 40 USC § 276a.
The Owner may reject any Bid not in compliance with prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the Owner that it is in the public interest to do so.

City of Hood River Planning Commission Vacancies
The City of Hood River is accepting applications for Planning Commission vacancies, to fill positions serving through October 2028. Applicants can reside within the City limits of Hood River or the Urban Growth Boundary.
The Planning Commission acts as a hearing body on zoning actions; makes advisory recommendations to City Council on land use issues; and assists with Comprehensive Plan updates. The Commission meets the first and third Monday of every month at 5:30 p.m., with an occasional special meeting. Meetings range from 1 to 3 hours, depending on the agenda. Additional time outside of meetings is required to prepare for meetings.
A childcare stipend is available while attending city related meetings. Tree Protection Ordinance
Public Hearing
White Salmon has prepared draft amendments to their Heritage Tree Ordinance to become a separate Tree Protection Ordinance, along with targeted incentives to retain mature trees, as encouraged by the City’s adopted Community Forest Management Plan and initial comments provided by the community, City Tree Board and Planning Commission.
