Twenty-five years ago, no cruise ship had ever connected to Juneau’s hydroelectric shore power system. When a Princess Cruises ship pulls up to Juneau’s Franklin Dock today, its diesel engines shut off within minutes, a routine act that Princess built first. Princess, the City and Borough of Juneau and Alaska Electric Light & Power had no model to follow. They had to build one.
Juneau runs on an isolated hydroelectric grid, cut off from any larger power network and built to serve a small capital city rather than a fleet of cruise ships several stories tall. No one had connected a ship that size to a grid that small before.
That bet has since traveled well beyond Juneau. What began as a single dock connection has spread to 41 cruise ports worldwide, helping establish a model that later ports would adopt.
An Engineering Problem Nobody Had Solved
Connecting a cruise ship to shore power sounds like plugging in an appliance. It is closer to synchronizing two independent electrical systems built decades apart, one on a ship, one on land, so power transfers from shore to ship without interruption. Juneau’s isolated hydro system made the stakes higher: any instability threatens power not just to the ship, but to the city around it.
The engineering answer took the form of custom transformers and a specialized cable-and-gantry system built to withstand the tide’s rise and fall and Juneau’s winter winds. It also took a level of coordination between a cruise line, a utility and a city government that had no real precedent in the industry.
“For 25 years, our partnership with the City and Borough of Juneau and Alaska Electric Light & Power has demonstrated what’s possible when industry, government and local communities work together toward a common goal,” said Gus Antorcha, president of Princess Cruises. “Together, we’ve helped pioneer a technology that has transformed cruise operations around the world.”
Beth Weldon, mayor of the City and Borough of Juneau, said the city has stayed proud of its role as the place that made the idea real. “We remain proud to be the port that pioneered shore power and of the ongoing public-private partnership that made it happen,” she said, adding that the city looks forward to expanding the program further.
For Alaska Electric Light & Power, the challenge was keeping a small, isolated grid stable while absorbing a load few utilities anywhere had faced. “Connecting cruise ships to our small, isolated electric grid requires innovation, trust and close collaboration, and Princess has embraced that challenge from the very beginning,” said Alec Mesdag, the utility’s president and chief executive officer.
What Juneau Gained From Going First
The partnership was never framed as a one-way arrangement. Every dollar Princess spends on electricity in Juneau flows into a cost-of-power adjustment account, which has returned more than $11.2 million in community credits to Juneau residents and businesses over 25 years.
Those credits offset local electric costs directly, tying a cruise line’s shore power use to a tangible benefit for the people who live there year-round, not just the passengers who pass through each summer.
The relationship has scaled alongside Princess’s presence in the state. Princess has sailed to Alaska for nearly 60 years, and its ships have logged more than 1,725 shore power connections in Juneau to date, drawing on more than 123 million kilowatt-hours of hydroelectric power and avoiding more than 84,500 metric tons of emissions in the process.
A Model Still Spreading
Shore power is still a minority practice across the cruise industry’s global footprint. Only a small share of the world’s ports have the infrastructure to support it, which makes Juneau’s early bet look less like a finished project and more like the opening chapter of one still being written.
Princess has continued investing in the technology and operational practices meant to extend that footprint further across its fleet. Juneau demonstrated years before most ports adopted the technology that a cruise ship could plug in and cut its emissions in port. The bigger test now is how many more ports follow Juneau’s lead.
