In 2000, the White Salmon City Council approved a graduated water and wastewater rate schedule covering a five-year period. The utility rate increases noted herein are to be effective as of Jan. 1, 2004, the fourth year of the five year "rate phase period." The concept of "rate phasing" was intended to eliminate "rate shocking" to customers served by the city water system.
The 2004 water/wastewater rates will increase as follows:
In-city water, $2 per month;
In-city wastewater, $2.50 per month;
Outside city water, $2.80 per month;
Outside city wastewater, $2.50 per month.
By the provisions of Municipal Code Chapter 13.16.025 -- Water System Plan, water rates for areas served outside the city limits of White Salmon are 40 percent higher than the in-city monthly service rates.
Revenues from water and wastewater utility service rate charges typically provide for systems and facilities operations and maintenance, infrastructure capital improvements, and obligated debt service requirements of the utility department.
