The Federal Energy Regulatory Commission is soliciting comments, motions to intervene and competing applications through a notice of preliminary permit accepted for filing from Northern Wasco County People's Utility District.
Northern Wasco PUD filed an application for a preliminary permit on April 27 that proposes a study of the feasibility of the Freedom Hydroelectric Project at the U.S. Army Corps of Engineers' The Dalles Dam.
The proposed project, if built, would utilize an existing auxiliary water supply system for the dam's north fishway fish ladder. The Freedom Project would generate an estimated 39,000 megawatts annually, according to a Federal Energy Regulatory Commission (FERC) document.
The Freedom Project would consist of a 150-foot long by 25-foot wide concrete intake channel structure; two 5-foot by 5-foot sluice gates connecting the new intake channel structure to an existing intake channel structure; a 20-foot high, 120-foot long barred fish screen; a generation facility; a new tailrace that would discharge to an existing discharge pool; and a 9,000-foot long, 12.5-kilovolt radial transmission line.
The deadline for filing comments, motions to intervene, competing applications (with notices of intent), or notices of intent is 60 days from Oct. 31.
According to FERC, "The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission."
