Planning director hired

Harris, a certified urban planner with more than 35 years of experience, earned a master’s degree in urban planning from San Jose State University in 1981. In his most recent staff position, which lasted close to seven years, Harris worked as an urban planner for the city of Yorba Linda, Calif. More recently, he has done private consulting work.

“After conducting a thorough search and interview process, I am confident we have found the best person for the position,” Krueger said. “Mr. Harris brings many years of planning and urban renewal experience and will be a great fit with staff and within our community.”

Gassman is retiring Oct. 6. He joined the city in 2004 as senior planner and served as planning director the last four years.

“When this position became available with the city, it was one of those ‘ah-ha!’ moments, when the pieces start coming together and you think, ‘this may work,’” said Harris, who will relocate from Lake Forest, Calif. “I’ve worked mostly in smaller communities, and what attracted me to The Dalles was working for a community where I think I can make a difference.”

“Having boots on the ground and getting to know people and working with community groups is one of my strengths,” he added. “I thought there was an opportunity in The Dalles to be able to help folks and the city council move some of their priorities along.”

Although he doesn’t have any direct ties to The Dalles, Harris does have some family roots in the general region: His grandparents lived in Richland, Wash., during World War II.

Mayor Steve Lawrence said he is impressed with Harris’ credentials.

“He has vast experience in both planning and urban renewal type activities,” Lawrence said. “Fresh eyes are always good, especially as we complete the housing and transportation studies in preparation for updating our comprehensive plan.”
