With the possibility of flooding this spring after the big fire last fall, I wanted to pass along my experience. My husband was a fireman for the city of Lake Oswego during that big flood of 1996. I helped sandbag as he was working.
What worked by far the best was to put plywood over the windows/doors, then take rolls of plastic (from home improvement stores, etc.) Leaving about a 1-2-foot apron on the ground in front of the structure stretch the plastic up as high as you desire and tack into place using furring strips or something similar. Be sure to overlap as you add more rolls of plastic.
Once that is in place, then place 1- 2 rows of sandbags snugly at the base of the foundation. As the water rises it seals the plastic to the structure. You can go right over the doors, then make an access to the door, which you would recover with plastic as the water gets close to the structure. (Sandbags allow the water to go around and through them and only make the owner feel like he is doing something, but does very little to help). Of course, if there are a lot of limbs, trees, etc., in the water, they would probably tear the plastic, but this works well for just rising water.
This plastic wrapping will greatly reduce the water seepage and possible water damage inside the structure, and can be stockpiled ahead. Just thought I would pass this along.
