(The Center Square) – President Donald Trump promised a $5,000 dividend to every adult citizen if Republicans hold Congress. The payments would cost about $1.2 trillion, but the net tariff revenue he cited to pay for them is running under $200 billion a year.

It was the third direct-payment proposal Trump has floated since February 2025 without delivering one. He proposed rebate checks from the Department of Government Efficiency's savings, then $2,000 tariff dividends, and now the $5,000 payment tied to the November election. None has materialized, and the newest promise carries the same problem as the others: the president faces challenges trying to issue the payments on his own.
