KLICKIAT CO. — During the July 29 Klickitat Board of County Commissioners meeting, Jail Administrator Bill Frantz reported the generator had been successfully installed at the jail, and a Narcan vending machine had been installed in the lobby.
Frantz said he wanted to clear up some public misconceptions about Narcan and why it was provided for free to the public.
He described it as the brand name of a drug called naloxone, which temporarily stops the effects of opioids.
“It can help a person who’s unconscious and unresponsive to start breathing again,” he said. Naloxone only works on people taking opioids, like fentanyl, and has no effects otherwise. If somebody’s drunk or on methamphetamine, it will not work.
Also, it cannot be used to get high, and it’s not addictive.
“Some people have called me from the community asking why we would put such a thing in our lobby. That’s why. It’s also easy and safe to administer; you can do no harm with it,” Frantz said.
On the negative side, he reported that the department continues to have two full-time correctional officer vacancies, and scheduling problems were made more difficult while several others were on leave or on vacation.
“To put some perspective on the overtime, we have one control board operator that tonight will be working his 12th shift in a row,” he said. “That’s twelve 12-hour days in a row. And we’re thankful that he covers that.”
Asked if hiring casuals would help, he responded, “I’m just gonna be blunt — it’s dangerous to have casuals come in and work in a correctional facility. It exposes us to a ton of liability.
“It’d be like having a part-time doctor be your surgeon. Correctional officers bring specific skills. That’s why they’re scrutinized so heavily. They have to pass physical, psychological and polygraph tests, and then they go through an extensive academy. It’s because the work that they do is critical.”
Under the consent agenda, commissioners approved:

• A supplement to the funding agreement for the curve warning signs and guideposts project, CRP 381.
• A supplement to the deck repair project, CRP 376.
• A supplement to the expansion joint repair project, CRP 377.
• A local agency federal aid project prospectus for the Bundle #2 CRP 378
• A supplement to the Bundle #2 bearing repairs project, CRP 378.
• A service agreement with Granicus, LLC for a software upgrade
