CASCADE LOCKS — Two public hearings were held in quick succession during city council’s June 22 meeting. Councilors successfully adopted the city’s $18 million budget for fiscal year 2026-27 and opted to receive state revenues.
As for action items, council approved a contract with Bell Design to execute a grant received for housing planning, and awarded the water system improvement grant. The council was also reminded that the Oregon Department of Environmental Quality (DEQ) is in the process of testing the city’s water for “forever plastics.” No results are available yet.

The National Mountain Bike Trail Alliance has agreed to build and maintain a 1.5-mile bike connector trail on the city’s property south of the weigh station, said Interim City Administrator Gordon Zimmerman. If amenities, like a bathroom, are added the city must maintain them. Councilors expressed concerns about maintaining the public restrooms in the town plaza.
The city is also at work to protect and upgrade its electrical grid. A current transformer will be refurbished to increase its capacity, which will carry the city while the Pyramid Substation is being upgraded.
Zimmerman and staff are also looking into a necessary upgrade for the city’s financial software, making it less likely to go offline, and improving security and performance.
