From The History Museum of Hood River County’s “Historic Hood River” photo collection (online at hoodriverhistorymuseum.org). "We have frustratingly little information about his image, other than it was added to the collection in 1990 and contains both an American and Japanese flag. According to this Wikipedia post that is a pre-WW2 Japanese military flag," said photo collection curator Arthur Babitz.
