City eyes pay increases

The Dalles — The Dalles City Council will consider a 2 percent raise for non-union employees at Monday’s regular meeting.

Nolan Young, city manager, is recommending approval of the pay increase that will be effective July 1. His staff report states that 33 non-union workers have received a much smaller cost of living adjustment in recent years than 47 employees in two unions.

In January, non-union workers were given a 1.5 percent raise for fiscal year 2012-13, a half-point more than they received the year before. Police union members received a 2 percent increase in July 2012 and an additional .07 percent in January. Workers not in the field of public safety were given a 2 percent increase in January, the same amount given to both unions in 2011.

The council meeting begins at 5:30 p.m. in the second floor conference room at city hall, 313 Court Street.

Two percent pay raises will also be considered for Nolan Young, city manager, and Gene Parker, city attorney, following an evaluation at a special meeting May 21. The executive session to deal with personnel matters is not open to the public and begins at noon in city hall. Also being reviewed is the performance of Judge Tom Peachey, whom Young has recommended for a five percent increase because he did not receive a raise last year. He contracts services for $22,000 annually and was given a new video screen for televised arraignments of subjects lodge in the regional jail in 2010 in lieu of a wage adjustment.

Young received a $1,000 bonus for exemplary service in 2012, along with a 1.5 percent cost of living adjustment that was also given to Parker. Young currently earns an annual salary of $128,052 and Parker receives $100,801.

Also on the May 13 agenda will be a review of a staff proposal to raise the charge for sanitary sewer service provided to new or expanding development.

If the council decides to follow the recommendation of Dave Anderson, public works director, that fee will rise from the current maximum of $1,789 to $2,572 to help cover the cost of wastewater treatment plan improvements.
