THE DALLES — The public part of the special meeting called by North Wasco County School District 21 (NWCSD) board members on July 14 lasted less than 10 minutes. The executive session, however, took much longer.
New board members were required to retake the oath of office due to a procedural error at the June meeting before breaking into executive session.
Two items were on the agenda: One, “to consider the dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent who does not request and open hearing;” and two, “to consult with counsel the legal rights and duties of a public body with regard to litigation or litigation likely to be filed.”
After adjourning the executive session and re-entering the special school board meeting, Director Betsy Hege motioned that the board take no further action regarding the complaint dated July 2 (the second item on the executive session agenda) and to direct the district’s legal council to notify the complainant of the board’s decision. No identifying information was given outside the executive session.
The motion was seconded by Director Jose Aparicio, and, with no further discussion, the motion was passed unanimously.
No motions were given regarding the first item on the executive session agenda.
Under Oregon meeting law, journalists are allowed to attend executive sessions as an observer. Only items from the public session can be reported.
