With the arrest on the streets of this city last night of Willard Quinn and Roscoe Wilson, the leaders of a ring of horse and cattle rustlers and moonshiners in Wasco county, who have been operating under cover for the past three years, are safely behind bars, it is alleged by the Wasco county authorities.

The arrest was made by Clarence Dunsmore, city police officer, accompanied by J. H. Skelley and G. L. Coleman, for Sheriff Levi Chrisman.
