The Washington State Department of Ecology is seeking public input on what should be covered in an environmental impact statement (EIS) for the proposed removal of Condit Dam.
At the same time, the agency is seeking comment on the content of a water quality (401) certification application made by dam operator, PacifiCorp.
Comments will help determine what environmental analysis will be addressed in the EIS and what state and federal water quality and shoreline protections are considered when developing the 401 certification.
A request to remove the dam is pending before the Federal Energy Regulatory Commission. (FERC) in the form of a joint agreement reached in September of 1999 with PacifiCorp, the Yakama Nation, environmental groups and state and federal fishery agencies.
PacifiCorp plans to remove the dam by first excavating a drain tunnel through the concrete base of the dam to rapidly drain the reservoir and to allow the dam to be removed in quarried blocks of concrete using conventional construction techniques. Demolition of the dam will create a significant volume of waste materials -- including an unknown quantity of impounded sediments, woody debris, broken concrete, wood and steel. In addition, fish passage during the dismantling of the dam may be hindered.
