Plea deal made in Head Start sex abuse case

Wasco County Chief Deputy District Attorney Leslie Wolf said the plea followed a judicial settlement with Judge John Olson, herself and Osborne’s lawyer, Michael FitzSimons.

The victims were supportive of the final agreement, she said.

Osborne was arrested in October 2017.

A lawsuit was filed on behalf of a victim the following month. It named Osborne and the parent entity of the Head Start program, the Mid-Columbia Children’s Council, Inc., alleging the pre-school program did not adequately supervise Osborne.

The suit also alleged the layout of the classrooms created a private area where he could be with children without being seen by others.

The trial in that case is set for June 2019.

Osborne’s son attends the pre-school and Osborne had volunteered there for several years, according to the lawsuit.
