HOOD RIVER — Hood River County and a former employee agreed to a settlement regarding 2018 allegations that he stole money from the Tollbridge and Tucker Park cash deposits while working for the Public Works Department (PWD).
Former Haven From Domestic Violence Executive Director Tara Koch, who is currently accused of stealing thousands of dollars from the organization, was set to have her plea hearing Aug. 22 at 9:45 a.m. However, no plea took place due to Koch not yet having a defense attorney.

After a two-hour long release hearing on Thursday, Judge John Olson ruled to significantly reduce bail for Donna J. Pilcher and Debra L. Jones, two of the three women indicted on charges related to the death of four-month-old Cyrus Macioroski at the illegally-operated Mama Shell’s Daycare this May.
Earlier this week, Donna Pilcher, 62, Hood River, became the first of three daycare workers who were charged after the death of an infant to appear at Hood River County Circuit Court. However, her official plea hearing has been moved to 11 a.m. on Nov. 7 in order for her new attorney to familiarize himself with the case before pursuing a motion to reduce bail or release on a promise to appear.
