A billion-dollar bridge — to use the idiom inspired by Operation Market Garden, meaning an act of overreaching, may be "a bridge too far." Although there is probably very little difference in the depth of the piers, if the new bridge were located east to the Bingen Gap, there could be as few as four piers in the water.
The results of a small community simply priced out of the replacement market are pretty unpleasant. I would suggest starting over, and try to keep the budget under $400 million, and buy used if you can.
My late mother Emily is buried in the White Salmon Cemetery, and I use the bridge today as I have since I got my license some 60 years ago.
