CASCADE LOCKS — The historical museum of Cascade Locks began its transfer from city to port ownership during the Port of Cascade Locks’ June 17 meeting.
Commissioners unanimously approved a museum collection and stewardship agreement. This outlined the terms under which the long-term stewardship transfer, which started July 1, will take place.
The city didn’t require any fees for the transfer.
They also moved to increase all current port employee’s salary by an amount equivalent to their current transportation stipend, and then discontinue the stipend to streamline accounting in wake of implementing a new, mostly automated Public Employees Retirement System workflow.
The council heard an update from David McCurry of Parsons Engineering on Bridge of the Gods. Work is still on track, he said. Geotechnical borings and installation of the bridge monitoring system (including strain gauges, tilt meters, dynamic displacement sensors and accelerometer) are complete. Upcoming are underwater inspections using bathymetry, side-scan, and divers. Hands-on inspections and right-of-way research will come later this summer.
The monitoring system is accessible through an online portal that gives real-time updates on the bridge’s status.
The board approved a transfer of budgeted funds between departments to maintain compliance with Oregon Local Budget Law and ensure fiscal transparency. Here, $75,750 in personnel expenses for the campground, marina and various commercial properties went to the general operations department. That aligned better with actual staffing allocations and operational needs, the memorandum said.Â
