On Sept. 15, 2005 at approximately 10:50 a.m., the Washington State Patrol responded to assist a disabled car on State Route 197, at the north side of The Dalles Bridge (milepost 1).
A WSP trooper made contact with two male pedestrians walking a short distance from the disabled car. The pedestrians advised the car was theirs, and accepted a ride from the trooper. The trooper conducted a pat down prior to transporting the pedestrians. During the pat down the trooper located marijuana and cocaine on one of the subjects.
The trooper advised the subject he was under arrest for being in possession of the drugs. The subject stated he wasn't going back to prison and began a physical struggle resisting the arrest. The trooper and subject went down to the ground. The trooper felt the subject had a hand gun prior to breaking loose.
Both the pedestrians fled on foot evading arrest.
In addition to WSP, Klickitat County Sheriff, White Salmon Police, Hood River Sheriff and OSP personnel responded and set containment of the area.
At approximately 12:30 p.m., the Hood River Sheriff's aircraft flying over the area located one of the subjects around one mile from the scene of the incident. A few minutes later the subject was taken into custody without further incident.
The subject was identified as Patrick D. Culps, 24, White Swan.
The car associated with Culps and the second subject was a 1992 Ford Crown Victoria reported stolen in Yakima earlier in the day.
At approximately 5 p.m., the search was called off not locating the second subject.
Culps was booked in the Klickitat County Jail for possession of marijuana and cocaine, possession of stolen property 1st degree, illegal possession of a Firearm by a felon, assault with a deadly weapon and resisting arrest.
WSP Detective Glen Hobbs is conducting the follow-up investigation and is seeking assistance from the public in locating the second subject identified as Eugene M. Cloud, 25, last known residence of Brownstown.
The trooper was not injured in the struggle with Culps and Cloud.
If anyone has any information on a late 1980 or early 1990 black two door car that was reported contacting Culps and Cloud walking on SR-197 prior to the trooper contacting them or the location of Cloud, who is considered to be armed and dangerous, they are asked to call Detective Glen Hobbs at (360) 449-7942.
