SALT LAKE CITY — Interior Secretary Ryan Zinke's recommendation to shrink four sprawling national monuments in the U.S. West jeopardizes protections for ancient cliff dwellings, scenic canyons and habitat for endangered fish and threatened Mojave desert tortoises.
