To the editor: The treatment of the Native American People has its genesis in the Northwest Ordinance of 1785, which predates our Constitution by four years. In that ordinance, the United States sets the policy to respect the rights of the populations and any taking of land and curtailment of rights was to take place only by negotiations and treaty. The federal government will take nothing by force.

WASHINGTON, D.C. – The Columbia River Restoration Act passed in the House and the Senate Friday as part of the Water Resources Development Act (WRDA). The legislation will now be sent to the President’s desk to be signed into law.
