It is with great sadness that the family of Elsie Louise Bailey (Guignard) announces her passing with loved ones by her side on June 15, 2021, at the age of 84.
She was born in the early summer of 1937 to John W. Guignard and Edith L. Guignard-LaRue in Hood River, Ore. She grew up in Hood River with her two siblings, and later settled with her family in Scappoose, Ore.
