Nearly three weeks after it began, the Blackburn fire is expected to reach 100-percent containment on Wednesday, according to fire spokesperson David Morman.

The Government Flats Fire Complex is 75 percent contained, officials said this morning, and command of the fire will be turned over to local officials tomorrow morning.
